Sen. Bernie Sanders is set to call for a moratorium on new charter schools in a speech in South Carolina on Saturday, his presidential campaign said. The pitch, which Mr. Sanders will deliver in a speech on his plan to shape the nation’s public education system, will elevate charter schools as a campaign issue when support for public education and particularly teachers’ unions is surging among Democrats.
