Emergency Brexit legislation has been backed by Holyrood hours before Scottish and UK ministers hold talks to resolve an escalating constitutional row. The SNP’s continuity bill is being rushed through parliament and is intended to incorporate EU law into Scots law after Brexit in an attempt to usurp similar UK legislation. The Scottish government said the legislation was necessary to prevent a power grab after a failure to reach an agreement about what should happen to EU powers in devolved areas. Talks in London at the joint ministerial council will be held today in an effort to resolve the dispute. The Welsh government has introduced similar legislation to the Scottish bill.
