Ruto has stated that he will not tolerate scandals in the ministries, and has warned Cabinet Secretaries against participating in deals that could lead to such scandals. He has committed to deal with Cabinet Secretaries whose departments are embroiled in scandals, declaring that it will not be business as usual. The Head of State noted that he has informed ministries and would inform principal secretaries and directors as well. Ruto has stated unequivocally that the only money available is for the delivery of services to Kenyans, and that no money can be taken by state personnel. "I've had a heart-to-heart with my Cabinet, and I'd like to do the same with Principal Secretaries all the way down to directors."
