MOSCOW—A Russian military reconnaissance ship sank Thursday in the Black Sea following a collision with a cargo ship, an incident that underscores the generally tired state of the Russian navy. All crew on board the ship were rescued before it sank. The Turkish military said in a statement 78 Russian crew members were on the boat.
