Rotich accepted the Budget and Appropriations Committee’s demand for Sh28.4 billion allocation to the PSC for the 2016-17 financial year, contrary to his ministry’s proposed Sh24.7 billion. Treasury CS Henry Rotich was yesterday forced to bow to MPs’ push for additional cash to Parliament and exempted from austerity measures cutting across all arms of government.
