This even as the share of wage bill has declined from 43 per cent to 31per cent during this period. Perhaps that is why the teachers and civil servants will not hear Rotich’s plea for mercy. The wage bill has grown six-fold from Sh66 billion in 2000 to Sh392.8 billion by June 2018.
