Boda Boda operators complained that, besides livestock theft, there are escalating cases of killings of riders at Lugulu market by robbers posing as passengers. Residents of Busia’s Lugulu sub-location, Butula subcounty, have expressed concern over rising livestock theft. “When they steal livestock from a village, the following night they move on to the next village,” Ouma said. They alleged the thieves use pickups and lorries to transport the livestock and move from village to village.
