“The extreme scale, systematic nature, and severity of abuse suffered by Libyan migrants and refugees raises the jurisdiction of the ICC,” said Drine Lanta of the International Federation for Human Rights. Libyan migrants are said to be facing a “continuous cycle of widespread systematic abuse.”“The exploitation of migrants, including slavery, blackmail and torture, has become an important source of income in Libya’s conflict economy,” they said. The ICC launched an investigation in Libya 10 years ago in a violent crackdown on the opposition by former dictator Muang Mar Gadafi. The ICC is a court of last resort to deal with cases where countries do not want or are unable to prosecute a crime. She told Karim Khan, the court’s chief prosecutor, “we called on the final steps necessary to bring the perpetrators to justice.”
