A rift is widening among Republicans over how to repeal and replace the Affordable Care Act following escalating criticism from conservatives about secrecy, back room deals and legislation that could cost more than Obamacare. “Failure is not an option, and right now House Republicans need to regain the momentum to repeal ObamaCare,” Heritage Action for America chief operating officer Tim Chapman wrote in The Hill last week. Conservative House Republicans in the “Freedom Caucus” and groups pushing for a “full repeal of the ACA” are opposed to new tax credits to help consumers buy individual policies. “The draft (House) repeal plan … replaces parts of ObamaCare with a plan that centers on a refundable tax credit — a new program that conservatives fear could cost nearly as much as ObamaCare itself,” Heritage Action’s Chapman said. “That approach has left a lot of conservatives scratching their heads.”Trump, though, seemed to side with tax credits rather than a tax deduction to lower income.
