As the city’s plan is underway, critics say the program is being rushed and its guidelines show White residents could qualify based on their income. Providence Mayor Jorge Elorza approved the $10 million budget plan in early November, prompting the launch of the program days later. It was the result of more than two years of work by city leaders, activists and scholars, the city said. Instead, the city’s plan is to fund an array of initiatives aimed at closing the racial wealth and equity gap.
