According to him, the policies, though potentially able to develop the SADA zone, may not be effective if not prioritized. “It’s the same with the dams, the SADA approach is catalytic. The place needs something that stimulates growth in a major way and that allows for the demographic shifts to happen. So for transformational purposes we will say prioritize the resources in things that can really trigger a lot of change,” Mr Abugri added.
