Details about the Liberal decision to put the supply ship project on hold leaked and the resulting embarrassment forced the government to back down on its plans. Meanwhile, the supply ship that Norman fought for has been delivered to the navy. It is a rare example of a defence project that was delivered on time and on budget, military officers say.
