Responsibility for three waters may shift away from councils


Independent chairman of the steering committee leading the Three Waters reform discussions Brian Hanna said the case for change was becoming more and more compelling. The reform programme had its beginnings with the Havelock North water contamination that poisoned 5000 people in 2016. Janine Rankin/Stuff Brian Hanna is the independent chairman of the Three Waters Steering Committee considering major reforms. Early estimates are that $30 to $50 billion needs to be spent in the next 30 years on improving councils’ water infrastructure including pipes and plant. Hanna said Palmerston North was a classic case, among the many councils facing the need for significant wastewater upgrades.
