Agencies billed to appear before the panel include the Nigeria Customs Service, Nigerian Ports Authority, Infrastructure Concession Regulatory Commission, Nigerian Shippers’ Council, Nigerian Upstream Petroleum Regulatory Commission, and the Nigerian Maritime Administration and Safety Agency. Private sector operators such as Dangote Group, Julius Berger, West Africa Container Terminal, Tincan Terminal, ECM Terminal, Ibeto Terminal and APM Terminals are also expected to provide details of their activities under the concession agreements. Today, we shall engage directly with terminal operators whose roles have been central to the concession regime introduced nearly two decades ago,” he said. He urged concessionaires to present verifiable records of their operations, warning that the credibility of submissions would shape the committee’s recommendations. Under the model, terminal operations were handed over to private operators, while the government, through agencies like the Nigerian Ports Authority, retained ownership of the infrastructure and regulatory oversight.
