Manoling Morato, former MTRCB headIt was former Executive Director of National Commission for Culture and the Arts (NCCA) Mrs. Cecile Guidote-Alvarez who once introduced Caveat and some friends to ex-Movie and Television Review and Classification Board (MTRCB) Chief Manoling Morato who recently passed away. Since then, Manoling Morato would be fondly remembered up to now by a group of marginalized independent film producers and directors during his term as MTRCB Chief. In consultation with and support of Manoling Morato, one daring and debuting indie producer Carlo Finio aka Melquiades "Jun" Lagarde took to organizing the first ever Association of Filipino Indie Film Producers. (PETA) artistic directors like the late Siegfried Sepulveda, Angie Ferro, Joe Gruta, and Mars Cavestany, PhD (now a Fil-Aussie) who backed-up Manoling on behalf of the discriminated producers in issue. In hindsight, said indie film festival fortuitously happened through the intercession of beloved Manoling.
