0Timo ShihepoWindhoek - The Southern African Development Community (SADC) must continue developing its electricity system if it is to attain its common agenda. The success of this agenda hinges on, among other things, access to reliable and affordable electricity supply. Fulfilling this regional agenda is, however, a challenge without access to reliable and affordable electricity supply because the region’s infrastructure is lagging behind. The pool plan is an important document that presents various optimal regional projects from which to choose SADC’s priority projects. Energy trading between power utilities started in 1950, after the signing of an energy trading agreement between the Democratic Republic of the Congo and Zambia.
