EXECUTIVE SUMMARYThis paper explores the extent wealthy Chinese Citizenship by Investment (CBI) holders in the Caribbean use their economic clout to influence local politics. Recommendations for the United States, Allied, and Partner Nations:Publicly support the Caribbean CBI program; Offer more incentives for U.S. and partner banks to process CBI fees; and Strengthen interagency, allied, and partner collaboration on Caribbean CBI due diligence.
