In pushing his “one town, one evacuation center” proposal, Recto stressed anew the need for evacuation centers to avoid schools from being used as the default refuge of residents during calamities and conflicts. Recto said the buildings should have toilet facilities and a clinic area, and be spacious enough to install modular cubicles for families during evacuation. Meanwhile, Recto lauded the Department of Public Works and Highways (DPWH) for building 82 evacuation centers in 52 provinces. In 2016, Recto filed a similar version of the bill which failed to hurdle the 17th Congress.
