Users paying for speeds up to 38 megabits per second recieve only about 19 Mbps, according to the consumer association Which?. The study comes before new regulations requiring advertised broadband speeds to be available to at least 50 per cent of users, unlike the current standard of 10 per cent. The new rules, which come into force next Wednesday, are aimed at reducing widespread complaints to the industry from government, consumer groups and the public. An Advertising Standards Authority study that found that most consumers think they are likely to receive a speed at or close to a provider’s headline claim.
