Leaders of both parties said that the process of restoring peace would remain incomplete without talks with separatist leaders. Singh has visited the Valley twice since the outbreak of violence in July (apart from the current visit with the all-party delegation). “How can 12 representatives representing different political parties and points of view be able to communicate anything coherent to the all-party delegation in this duration? The all-party delegation led by home minister Singh reached Jammu on Monday after spending a day-and-a-half in the Kashmir Valley. “Also, the all-party delegation seemed very unprepared and uniformed about the ground realities in the state so it was bound to be snubbed.”
