SANTA BARBARA, Calif.—A strong rainstorm hit this city north of Los Angeles Wednesday, bringing relief to emergency officials battling a major wildfire along with fears of a new danger: mudslides. Three-quarters of an inch of rain hit the Santa Barbara area beginning at about 1 a.m. and more was expected throughout the day, according to a meteorologist working with firefighters.
