Hong Kong residents returning to the city from Guangdong or Macau will be exempt from mandatory quarantine starting from November 23, as long as they tested negative for Covid and register with the Hong Kong government in advance. The scheme will be open for reservation on November 18, applicants will need to reserve for their slot between Wednesday and Friday one week before their return. “Once the operation of this scheme is smooth and in place, technically, if the boundary control points are smooth sailing all-round, there will be no need for any quota at all,” he said.
