WASHINGTON—Qualcomm Inc. is contending that U.S. national security could be undermined by a Federal Trade Commission case challenging the patent-royalty fees it charges for smartphones—and it is getting an assist from some federal officials. Representatives of at least two departments, defense and energy, have had face-to-face meetings with FTC commissioners in recent weeks to encourage a settlement of the lawsuit, according to people familiar with the matter.
