For the ongoing violence to be considered war crimes, the parties involved would have to be at war. The International Criminal Court (ICC), based in The Hague, Netherlands, has the jurisdiction to prosecute crimes of genocide, war crimes, and crimes against humanity. Rights groups say they are protected by various U.N. human rights treaties, primarily the Universal Declaration of Human Rights, which Myanmar voted for in 1948.
