This order is a way of recognizing those that have contributed to enhancing international relations. Seagal has been an avid supporter of the controversial 2014 annexation by Russia of the peninsula, Crimea. In 2018, Steven Seagal was appointed as a humanitarian envoy to the United States and Japan by Russia’s Foreign Ministry. Seagal’s commitment to peacefully resolving conflict has made him a great envoy for a peaceful relationship between the United States and Russia.
