The bill also exempts Puerto Rico from having to obey labor law on overtime pay and grants the island’s governor the power to authorize sub-minimum wages for workers younger than 25. Senators in both parties have objected to the yes-or-no nature of the vote, saying they want to amend the bill. The entire burden of the debt would fall on Puerto Ricans.
