Fifteen years after he helped devise the brutal interrogation techniques used on terrorism suspects in secret C.I.A. The New York Times has obtained the video depositions of Dr. Jessen and Dr. Mitchell, as well as those of two former C.I.A. A 2014 Senate Intelligence Committee report condemned the interrogation techniques as torture and ineffective in providing useful intelligence. For years, Dr. Mitchell, polished and assertive, has defended the two men’s actions in the press and in a recent book, while Dr. Jessen remained silent. But Dr. Jessen answered questions under oath on Jan. 20, the same day that President Trump was inaugurated.
