Historically, attorney-discipline issues involving DOJ lawyers have been handled through a layered but generally cooperative process. But the proposed rule also covers former DOJ attorneys, a category for which managerial justifications are weakest and shielding concerns are strongest. § 530B, which requires that government attorneys be subject to state ethics rules to the same extent and in the same manner as other attorneys.
