Relations between Holyrood and Westminster have sunk to their lowest ebb since devolution, a Scottish government minister has said. The comments by Mike Russell, Scotland’s Brexit minister, coincided with the publication of new research, which found that just one in 1,000 people believed that the two governments worked well together. Westminster’s public administration and constitutional affairs select committee found that 98.7 per cent did not think they worked well together. MPs from the committee met in Edinburgh as the standoff between the Scottish and UK governments over post-Brexit powers continued. Ministers at Holyrood are still refusing to give their consent to the European Union (Withdrawal) Bill but Wales has reached a deal.
