Trump is known to revel in being the decision-maker among opposing factions pushing different agendas. “Bolton, who advocated regime change in Iran before joining Trump’s White House last year, is 'just in a different place' than Trump, although Trump has been a fierce critic of Iran since long before he hired Bolton. The reason: The White House says Congress has no right to a “do-over” of the special counsel Robert Mueller's investigation.
