Some IEBC officials admitted they manipulated the 2013 polls, Cord leader Raila Odinga has alleged. Raila said the commissioners told him they transported over two million votes via plane to Kenyatta University. The commissioners then allegedly failed to mark the two million votes and therefore they decided to crash the system to manipulate the votes manually. This is why the presidential vote tally had over 12 million votes, a difference of over two million votes. This comes on the backdrop of the IEBC commissioners led by chair Isaack Hassan agreeing to exit on condition that they be given an exit package.
