As of Tuesday, the five officers were yet to receive their promotion letters. Police spokesperson Charles Owino is among five senior police officers whose promotion is in dispute. Nkaissery could also not explain how Marine Police Elias Peter Oduori, an officer who has since retired from the service, was receiving a promotion in his retirement. Nkaissery said thee was a 'mix up' in the names during transmission from the NPSC to the Inspector General of Police.
