Questions remain as to what happened during a police shooting in Balch Springs that left 15-year-old Jordan Edwards dead on April 29. Edwards’ death is one of dozens of shootings in recent years of men and women who were inside moving vehicles at the time they were shot, even after decades of urging from policing experts and reformers nationwide that departments ban officers from opening fire on moving vehicles. But in 76 of the cases, the person killed was “armed” only with the vehicle itself, according to police. Smith and others note that when officers shoot at a moving vehicle the likelihood of them hitting their target is relatively low. One of the things that I saw was that there were some agencies adjusting their policies regarding shooting at moving vehicles,” Orlando Police Chief John Mina said.
