Just for Kids Law challenged the the way investigative bodies use children as undercover operatives, known as Children as Covert Human Intelligence sources (CHIS). He said that due to the detailed enhanced risk assessment the number of children being used as a JCHIS (Juvenile Children as Covert Human Intelligence Sources) is low. 'This claim for judicial review concerns children recruited by police and other investigatory agencies to be used as covert human intelligence sources,' Ms Gallagher said. 'They could be recruited and used as a CHIS [child human intelligence source] against their own parents,' explained Ms Gallagher. The issue of child intelligence sources was raised in Parliament last summer after the government sought to alter the guidelines.
