It is a nice round number that Dhume needs to imprint into his consciousness before he talks of farm reforms. why it did not begin farm reforms with land-use reforms? Why not begin with land reforms as in the rest of the world? Now if the intention was serious farm reforms, to save the environment, surely Govt. What happens when you deny a farmer market value for his land when he wants to leave farming?
