The long arm of the law has finally caught up with Philadelphia labor boss John “Johnny Doc” Dougherty. On Jan. 30, federal prosecutors filed a 116-count indictment against Mr. Dougherty, several members of his International Brotherhood of Electrical Workers Local 98, and a Philadelphia city councilman. The charges involve public corruption and the embezzlement of more than $600,000 in union funds. Mr. Dougherty, 58, pleaded not guilty and denies wrongdoing.
