Chinese and Filipino forces have had tense, but mostly minor confrontations in outlying waters in the past. Philippine Senator Erwin Tulfo, center, poses with Philippine Coast Guard Commandant Admiral Ronnie Gil Gavan, second right, at the Coast Guard District Kalayaan Island Group at the Philippine-occupied Thitu Island in the South China Sea yesterday.
