But he said he hoped that a different model could be worked out for Auckland, which would belong to a water entity stretching from Auckland to Northland. "Auckland could be the centre of excellence that provides advice and assistance to the other water entities," Goff said. The reforms would see 67 councils merge their water assets like pipes and reservoirs into four large water entities.
