LIMA, Peru—Peruvian President Pedro Pablo Kuczynski avoided being removed from office, as lawmakers voted Thursday against impeaching him over a scandal tied to Brazil’s corruption-ridden construction giant Odebrecht SA. The opposition-controlled Congress fell short of the 87 votes needed to oust Mr. Kuczynski, with 78 lawmakers supporting the impeachment and 19 opposed. Twenty-one lawmakers abstained.
