The categorical denial came at a follow-up meeting of the all-party delegation, which visited Kashmir over the weekend. The facilities given to most separatist leaders in Kashmir include travel documents, security and medical treatment. Even as the meeting was on, home ministry sources maintained that the time for engagement was over and security forces would be used to bring normality to the Valley. This despite the delegation being told in Kashmir that continuing violence would weaken the "mainstream society" in the Valley. A home ministry note circulated at today's meeting flagged some of the issues raised by people the delegation had met.
