Civilized and progressive societies all over the world are governed by the rule of law. Citizens, irrespective of their status in life, are subject to the law of the land. In the absence of adherence to the law, there is automatic breakdown of order. Anarchy looms large as the rule of the jungle becomes the order of the day. Both the elected leaders and bureaucrats have chosen to be violating the law with impunity.
