People power that never was


The Constitution grants citizens sovereign power, which it says may be exercised directly or through representation. It lists organs through which the power is delegated: Parliament and county assemblies; the Executive of both levels of governments; and the Judiciary. Their role is limited to voting in representatives, who then become the real wielders of sovereign power with independence to decide what to make of the law. The citizens must be mindful of whom they elect to office, for these are default power wielders. Direct exercise of power — like through mass action — is often frowned upon by state machinery.
