Leila Zerrougui, head of the UN mission in DRC (MONUSCO), described theskirmishes as “a very disturbing” situation. The military and UN troops areaccused of incompetence as rebel groups freely kill civilians in theeastern DRC. Murder, abductions, rape and looting by rebel groups and state securitycharacterise the insecurity, mostly in Beni. “It is scandalous that civilians are dying day in, day out while localpolice and nearby UN peacekeepers stay put in their camps,” Magangofumed. “Children will die from disease as a direct result of the insecurity ifwork did not resume extremely quickly,” she warned.
