Dowding added that when an entity became a social housing provider, “you lose the ability to just decide how you target your housing, so it becomes housing in response to those in need of social housing as opposed to where, for example, we might target it to elderly”. Councillor Anne Turley said social housing was different to older people's housing. “I'm pretty confident there needs to be an investment in social housing, that is Kāinga Ora's role,” King said.
