They are lined up in government easements: along the riles (railway tracks), along the esteros (canals), along the highways, along the rivers, along the shores of our seas and lakes. If not found there, they could be in other government and public lands, many sitting along dangerous mountain slopes. I used to visit and live with our cousins in Commonwealth Avenue prior to entering the Philippine Military Academy in 1983. Sometimes we would comfortably take the Philippine National Railway (PNR) train from Legaspi to Tutuban, and none of those squatters along the tracks were visible. The same good governance is the National Task Force to End Local Communist Armed Conflict’s (NTF-Elcac) battlecry in ending the communist insurgency and it will focus on exposing the exploitation of these marginalized sectors by the Makabayan bloc.
