If passed into law, the bill would establish a mandatory two-year basic ROTC program for all senior high school students. President Duterte has repeatedly called for mandatory ROTC training, saying the program would help prepare young Filipinos to defend the country during wartime. “Proponents of the bill insist that having mandatory ROTC will instill nationalism in the youth yet they swiftly removed subjects on Philippine history and Philippine literature in the curriculum. Elago said a mandatory ROTC would “instill a false sense of nationalism based on blind obedience and discipline.”
