PHOTO: ODT FILESA murderer has been declined parole after he reneged on plans to transfer to another prison so he could study for a PhD. When Lyon last appeared before the Parole Board at the beginning of 2020, he had been approved to study for a doctorate and a transfer from Waikeria Prison to Manawatu Prison was in the offing. Lyon claimed he eventually wanted to further his study but board chairman Sir Ron Young said he was "concerned" by the about-turn. The killer’s empathy, or lack thereof, had been cited at previous parole hearings as a reason why he should not be released. Lyon will next come before the Parole Board in September.
