The debate is scheduled to end at 5:45pm as Legco president Andrew Leung Kwan-yuen has allocated six hours for it. The Legco meeting was suspended by Starry Lee Wai-king, who was chairing the meeting in the absence of Leung, after People Power lawmaker, Raymond Chan Chi-chuen, protested and Council Front lawmaker, Eddie Chu Hoi-dick, was seen splashing brown liquid.
