The budget offered Pakistan's farmers $6.8 billion in loans, as well as fuel and electricity subsidies. In poor Pakistan the budget promised $1.15 billion in subsidies, mostly to reduce electricity and fuel costs. In addition to a seven percent increase in military spending, Pakistan's budget also gave every soldier a 10 percent salary hike for fighting terror. The defense budget was set at $9 billion compared to $8.4 billion last year. Pakistan's defense budget is not open for debate by Parliament nor does it generally include pensions paid to military personnel.
