One is, who do we talk to in Pakistan, and the other, what is the point of speaking to anyone in Kashmir if they are controlled by Pakistan? In your first book, Kashmir: The Vajpayee Years, you made the sensational claim that the government was funding the Hurriyat. Doesn’t the Pakistani establishment still need India as a sort of “permanent enemy”? Pakistan is a neighbour you can’t wish away and we need to have a Pakistan policy.
